Military breast belt badge, re-worked as a brooch

Maker’s mark: “IP” Other marks: double headed eagle?, anchor (not fouled), “S”   This brooch was made originally as a military badge, perhaps an officer’s shoulder-belt plate from an auxiliary Scottish regiment.  The engraved rose and leaves at the bottom, and the scroll at the top may have been added to cover a regimental title when the piece was re-worked into a brooch.
