Driving licence

Neither cars nor drivers required a licence until the Motor Car Act of 1903, when it became the law that both had to be registered with the local council.  The council issued cars with a unique number, which had to be displayed on a plate.  These were the first number plates.  Anyone could purchase a driver’s licence from the council for five shillings (25p), but there was no driving test.
